Welcome to Version 2.0 of this important and timely eLearning training program designed to educate, to train, and to help law enforcement officers (LEO) and other interested parties on how to recognize and what available, but limited, scientific- and evidence-based strategies are available for managing abnormal breathing. After you enroll and successfully complete this tuition free eLearning program, you are joining over 7000 graduates who have successfully completed Version 1.0.

Training to recognize and manage abnormal breathing in people with whom you have contact has grown in importance since the tragic death of George Floyd, and that is one reason why this program continues to be offered tuition free. The staff of the Institute for the Prevention of In-custody Deaths, Inc. (IPICD) believe it has a social responsibility to LEOs and other interested parties to provide scientific- and evidence-based information about recognizing and then managing abnormal breathing to help save lives, to help save careers, and to reduce tensions between law enforcement and the communities they serve. No one, regardless of their training including any organization, can guarantee a successful outcome for individuals claiming to have or who are experiencing abnormal breathing. That is why training and education about these subjects become so important. LEO graduates of this program learn how to recognize most abnormal breathing situations and have the knowledge to develop an action plan to assist the person until qualified medical professionals take over treatment of the patient. In addition to following their employer’s policy and training, this program provides LEOs with scientific- and evidence-based knowledge and options they can use in an attempt to save lives.

Upon successful completion of the eLearning Recognizing and Managing Abnormal Breathing User-Level program and its online assessment, you can print your customized completion certificate.

Course Access and Instructions

Tuition:  None, because the IPICD staff believe this is an important training and education program and is offering it to all interested parties as part of its organizational social responsibility. The e-Learning program includes instruction, a “Recognizing and Managing Abnormal Breathing Learner Companion” learner handout, a Police and Security News article, “Preventing Civil Unrest: Transitioning from Prisoner to Patient,” and an online assessment. Upon successful completion of this eLearning program, you can print your customized certificate.

Estimated Time to Complete the eLearning  Program

Approximately 60 minutes.

Required Items

  • Computer with:
    • speakers to hear the presentations,
    • adequate monitor (screen) to view the presentations and/or closed captions,
    • dependable Internet connection (high speed connection is recommended for best results),
  • Mouse and Keyboard (unless using touch screen),
  • Printer (optional),
  • IPICD  “Recognizing and Managing Abnormal Breathing Learner Companion” and  the Police and Security News article, “Preventing Civil Unrest: Transitioning from Prisoner to Patient,” (only downloadable after you have enrolled),
  • Comfortable chair or sitting platform,
  • Comfortable writing surface for note taking,
  • Writing instrument,
  • Highlighter for the highlighting of  text, “Recognizing and Managing Abnormal Breathing Learner Companion” and  the Police and Security News article, “Preventing Civil Unrest: Transitioning from Prisoner to Patient,”
  • Appropriate lighting, and a
  • Quiet area.

About this E-Learning Program 

This IPICD eLearning program consists of

  • approximately 48 minutes of presentations,
  • “Recognizing and Managing Abnormal Breathing Learner Companion” (2 pages)
  • Police and Security News article, “Preventing Civil Unrest: Transitioning from Prisoner to Patient,”
  • online assessment (24 questions).

    Instruction uses text, slides, narration, animation, and includes references to the above materials.

After you have successfully completed the narration portion of the program, there is an assessment you must pass before you can print your certificate.

Online Assessment

After completing the presentation, you are required to pass an online assessment prior to qualifying as an IPICD Recognizing and Managing Abnormal Breathing User-Level graduate. You must achieve an 80% on the online assessment which you will have three attempts to do so.

The IPICD instructional design team has adopted Resource-Based Learning (R-BL) to focus on actual learning versus memorization. R-BL enables you to use the resources you have available to you when taking the online assessment (i.e., “Recognizing and Managing Abnormal Breathing Learner Companion” and  the Police and Security News article, “Preventing Civil Unrest: Transitioning from Prisoner to Patient,” and the notes you took during the virtual presentations). Do not stress about the online assessment because you will have the program resources available to you for use when taking the assessment.

Program Presenters

A. David Berman, CLS, M.S. serves as vice president of the Institute for the Prevention of In-custody Deaths, Inc. A current Commonwealth of Pennsylvania sworn Constable, David is a former officer of a medium-sized law enforcement agency where he was a member of its Emergency Operations team.

John G. Peters, Jr., CLS, CTC, Ph.D. serves as President and Chief Learning Officer of the Institute for the Prevention of In-Custody Deaths, Inc. (IPICD). A certified Online Instructor, Dr. Peters opens the eLearning instructional program by giving an overview of the course and its materials.
